In this passage, Joshua was receiving orders from his Commander. Trembling or fearing would show lack of confidence in God.
In chapter 1 God has commanded Joshua to enter the land, and subdue his enemies. Moses just died 30 days ago, and the Israelites were still mourning.
The death of any of His servants never frustrates or limits God, though this causes Him sorrow. When God commissioned Joshua to be the new "Servant of the Lord", the people of God express their allegiance to God and to His new chosen leader, Joshua. They rallied to follow Joshua as they believe God would be with him.
To be successful in our corporate task of overcoming our spiritual enemies God's people must unite behind the leaders God has raised up to lead us. We should not complain or rebel against them.
