The men of Israel sampled their provisions but did not inquire of the LORD. Then Joshua made a treaty of peace with them to let them live, and the leaders of the assembly ratified it by oath.[Joshua 9:14]
------------------
Throughout the bible there is always a phrase "but did not inquire of the LORD" and after that phrase comes defeat or failure.
This story happened right after their victory at Ai.
As the story goes on [Joshua 9], the Gibeonites deceived Joshua and the Israelites. The Israelites then made a treaty that they would not harm the Gibeonites.
This story teaches us
1. Not take God's guidance and blessing for granted.
2. Peace treaty with unbelievers is not a good step to take. God does not want us to be influence by the unbelievers.
3. Unbelievers would sometimes pretend to fear God (or want to belong to the church) for their own personal agendas.
